Overland Park’s new 2023 code, and who may pull the permit
Overland Park has two kinds of houses for an electrician. In the older neighborhoods north of I-435, around downtown and Nall Hills, the 1950s and 60s ranches still carry 100 amp panels, sometimes a fused disconnect, from an era before central air and car chargers. Farther south, the 1980s and 90s subdivisions have 150 or 200 amp panels that filled up the first time a basement was finished. Either way the question is the same: can the service carry an EV charger, a hot tub or a heat pump, or does it go to 200 amps first?
Two things decide how a panel job goes in Overland Park. The permit: the city issues one only to a contractor holding a Johnson County contractor license, which we do, so we pull it ourselves and meet the city inspector. The code: since July 1, 2026 Overland Park inspects to the 2023 National Electrical Code, two editions newer than Kansas City’s, which means more ground-fault protection, including on a 240 volt charger outlet in a garage. That is why a hardwired charger is often the cleaner install here, and why we price to the code your permit falls under rather than to a metro average. We drive in from our home base in the Northland, about 40 minutes down I-35 and 435; the permit, the inspection and the price work the same as they do a mile from home.

Signs an Overland Park panel is due
- Federal Pacific or Zinsco on the label. The two brands insurers and home inspectors ask about most, common in houses from the 1960s and 70s. Our old panel brands guide shows how to recognize them from the door.
- A 100 amp main, or a fused disconnect. Still in service in plenty of ranches north of 435. Fine for the house it was built for; working past its limit once central air, an electric range and a dryer arrived.
- No open spaces left. A 1980s panel filled up when the basement was finished. A sub-panel is sometimes the answer, a bigger service when the load has grown too.
- Breakers trip when two big loads run together. The dryer and the air conditioner, or a space heater in the garage. Usually the service at its limit, not one weak breaker.
- A warm or buzzing breaker, or a scorched smell at the panel. Heat at a loose or burned connection. Call the same day rather than waiting for it to trip.
- You are adding an EV charger, hot tub or heat pump. A load calculation decides whether the service can carry it. Overland Park is on Evergy’s Kansas side, where the Missouri EV charger rebate does not apply, so we price the charger circuit and any panel work together, with no rebate assumed.
What a panel or charger job costs in Overland Park
Every job gets a flat price once we have seen it, before any work starts. These are the things that move it, and which way.
| Job | Relative cost | What drives it |
|---|---|---|
| Panel repair | Lowest | A failed or buzzing breaker, a loose or burned lug, a double-tapped breaker a buyer’s inspector flagged. Fixed once we know why it happened. |
| Like-for-like panel replacement | Baseline | Same service size, new panel and breakers. The usual answer for a Federal Pacific or Zinsco when the service behind it is already big enough. |
| 100 or 150 → 200 amp service upgrade | Higher | New panel, meter socket and service entrance conductors, grounding brought up to date, with the meter pull booked through Evergy. The job most 1960s houses end up needing once a charger arrives. |
| Level 2 EV charger circuit, panel with room | Lowest of the charger jobs | A dedicated 240 volt circuit to the garage wall, hardwired charger or a 14-50 outlet. Distance from the panel decides it. |
| Charger with a service upgrade first | Highest | The panel, meter and service changed, and the charger circuit run in the same visit. One outage, one inspection. |
| Sub-panel for a basement, garage or shop | Moderate | When the service has capacity and only the panel is full. The feeder run decides this one. |
| Grounding and bonding brought up to date | Included | Part of every service upgrade: ground rods, the water pipe bond and a proper grounding electrode conductor. |
One flat price after we have looked at the panel, the meter and the route to the charger. Evergy’s meter appointment usually sets the install date, not our schedule. Our panel cost guide walks through what moves each of these rows.

What to Expect
Look at the whole service
Panel, meter socket, service conductors and grounding, and where the car parks. In a 1960s house we also look at what the branch wiring is made of.
Panel, charger, or both, honestly
If a breaker or a lug is the problem, we fix that. If the service cannot carry a charger, we say so and show you the load calculation.
Permit through Overland Park
Applied for in ePLACE under our Johnson County license; the work is inspected to the 2023 code, and the quote is built to it.
Meter pull with Evergy
We book the disconnect and reconnect and tell you the outage window before the day.
Install and inspection
Power off for a few hours, every circuit labeled as it goes back on, the charger tested through a full cycle, and we meet the inspector.
Questions We Get in Overland Park
Do you pull electrical permits in Overland Park?
Yes. Overland Park issues building permits only to contractors with an active Johnson County license in the right class. We hold the electrical contractor class. We apply through the city’s ePLACE portal and meet the Building Safety inspector ourselves.
Which electrical code does Overland Park inspect to?
The 2023 National Electrical Code, adopted with the 2024 International Codes by Ordinance BC-3499 and in force from July 1, 2026. Before that the city was on the 2018 codes, adopted in 2020. Kansas City, Missouri is still on the 2017 edition, so a quote built for one side of State Line can include ground-fault breakers the other side does not require.
Does the Evergy EV charger rebate apply in Overland Park?
No. Evergy’s $500 residential charger rebate is for its Missouri customers. Overland Park is served by Evergy on the Kansas side, which has no matching residential charger rebate at the time of writing. Check Evergy’s Kansas offers before you count on one.
How much does a panel replacement cost in Overland Park?
A repair is the least involved, and a like-for-like replacement comes next. Going from 100 or 150 to 200 amps costs more because the meter socket and the service conductors change with it, and a charger circuit added in the same visit costs less than a separate trip later. We give one flat number after seeing the panel, built to the code the permit falls under.
Can you install the EV charger and upgrade the panel in one visit?
Yes, and it is the cheapest way to do both. The service is changed, the charger circuit is run while the panel is open, and the city inspects once. A hardwired charger avoids the ground-fault protection the 2023 code requires on a 240 volt outlet in a garage, which is why we usually recommend it here.
Do I need 200 amps?
If the house has central air and electric appliances, or you are adding a charger, a hot tub or a heat pump, almost certainly. A smaller house on gas with no plans to add load can be fine on 100 or 150. We run the load calculation and tell you honestly which you are.
Is a Federal Pacific panel really a problem?
Federal Pacific Stab-Lok panels have a long record of breakers that fail to trip, and many insurers and home inspectors flag them. If the label says Federal Pacific or FPE, or Zinsco, we recommend replacement rather than repair. A photo of the label is enough for a first opinion.
Do you also work in Olathe, Leawood, Lenexa and Prairie Village?
Our Johnson County license covers permit work across the county, and some cities add their own contractor registration on top of it. Tell us the address and we will confirm before quoting. Olathe has its own page.
How long will the power be off?
Usually four to eight hours for a panel change, inside the window Evergy gives us for the meter. The charger circuit adds little to the day when it is run at the same time.
Can I replace my own panel in Overland Park?
The city’s ordinance lets the owner of a single-family home pull a permit for work they do themselves on the house they live in, and the work is still inspected. The wires from the meter stay live with the main breaker off, and only Evergy can cut them at the meter, which is why a panel change is booked around the utility.
What an Overland Park Customer Said, and a Panel Job in Kansas City
Brad came to our house and ran wires from the panel to the garage, not easy, and changed some light fixtures for us. He did excellent work and was easy to work with. He finished the job in the projected time and was very professional. I would strongly recommend Local H Electric. By the way, this is a family owned shop and most of the employees are family members, which I think is a plus when dealing with electric and plumbing shops.

Came in and upgraded my electrical panel, added a whole home surge protector and ran a new circuit for EV charging. All done in 7 hours
